On the election of the Permanent Representative of Belarus as President-Designate of the 14th Conference of the High Contracting Parties to the Protocol V to the CCW

On November 11, 2019, the Conference of the High Contracting Parties to Protocol V to the Convention on the Prohibition or Restriction of the Use of Specific Conventional Weapons that May Be Considered to be Excessive Damage or Indiscriminate (CCW) approved the Permanent Representative of Belarus to the UN Office in Geneva H.E. Mr. Yury Ambrazevich as President-Designate of the 14th Conference of the High Contracting Parties.

Protocol V to the CCW, adopted on November 28, 2003, is related to the post-conflict disposal of “explosive remnants of war” – unexploded and abandoned explosive ordnance. The Protocol stipulates obligations of participating States to extract, remove or destroy “explosive remnants of war”. The Protocol requires taking measures to protect civilians from the effects of unexploded and abandoned explosive ordnance as well. There are 93 High Contracting Parties to the Protocol V.

For Belarus the issue of the territory clearance from explosive remnants of the First and Second World Wars is still relevant. In January-October 2019 about 31.5 thousand explosive objects were neutralized by the mine-clearance groups of the Ministry of Defense and sapper-pyrotechnic groups of the Ministry of Interior. Since 1944 more than 27.6 million units of explosive items have been discovered and destroyed.

The Republic of Belarus is interested in the enhancement of the international cooperation mechanism contributing to the strengthening of the national capacity for security of civilian population in post-conflict zones

The 14th Conference of the High Contracting Parties to Protocol V to the CCW will be held in Geneva (Switzerland) in November 2020.
