On Belarus’ participation in the meeting of the UNECE Committee on Innovation, Competitiveness and Public-Private Partnerships

The 12th session of the Committee on Innovation, Competitiveness and Public-Private Partnerships of the United Nations Economic Commission for Europe was held on 26-28 March 2018 in Geneva.

The Belarusian delegation which included Ms. Elena Perminova, the Head of the Department for Investment Policy of the Ministry of Economy, Mr. Dmitry Poladenko, the Deputy Director for International Activities of the Belarusian Institute on System Analysis and Information Support to the Scientific and Technical Sphere, as well as Ms. Natalia Ovsyanko, the representative of the innovation site of the Academy of Management under the President of the Republic of Belarus, participated in the session.

The agenda of the session included discussions on the development of the public-private partnerships, strategic directions for cooperation for the period up to 2020 which were developed by the UNECE Public-Private Partnerships Working Party, the PPP assessment methodology and infrastructure projects for the Sustainable Development Goals.

The Committee agreed to provide technical assistance for the Republic of Belarus which is aimed at stronger capacity building and development of the public-private partnerships in accordance with the Memorandum of Understanding between the UNECE and the State Committee for Development and Reform of China on the development of the “One Belt, One Road” Initiative.

The delegation of Belarus supported the UNECE Secretariat’s Methodology for the preparation of a sub-regional Innovation Policy Index which will serve as an additional tool to enhance the efficiency of the use of public resources in order to ensure the innovative development of economies in transition, as well as aimed at management training to implement the mechanisms for introducing innovations.

Participants of the Committee agreed to host in Minsk in 2018 a Regional Forum on Public-Private Partnerships as well as the UNECE specialized workshop, which will be devoted to key issues on the implementation of recommendations on innovative development of Belarus.
