On the Statement of the Permanent Representative of Belarus at the Conference on Disarmament
11.08.2022On August 11, 2022, the Permanent Representative of the Republic of Belarus in Geneva, Larysa Belskaya, made a statement at the plenary meeting of the Conference on Disarmament, dedicated to cybersecurity.
The Permanent Representative of Belarus noted the relevance of the topic under discussion, citing the ever-widening spread of cyber threats, such as tools of aggressive information propaganda and misinformation in social networks and instant messengers, the activities of hackers and computer viruses. She stressed that cyberspace is increasingly acting as a new environment for confrontations between states, including military ones. At the same time, the issues of relations between states in cyberspace remain a serious problem that requires proper coordination and regulation at the international legal level, with the central role of the UN.
Larysa Belskaya informed the participants of the event about the approaches of the Belarusian side in the field of regulating the behavior of states in cyberspace. She noted that Belarus opposes the use of the cyberspace as a sphere of military operations and the militarization of ICT. The members of the Conference were informed about the initiative of the Head of the Belarusian State on the formation of a «belt of digital good neighborliness».
The Belarusian diplomat stated the urgent need for the international community to agree on a ban on government-sanctioned cyber-attacks against critical infrastructure facilities of other states, including healthcare facilities, the fuel and energy complex, nuclear power plants, etc.
L.Belskaya also shared information about the cooperation of the CSTO member states in the field of information security.
The Permanent Representative of Belarus expressed solidarity with the position of a number of countries regarding the important role of the UN in strengthening the potential and supporting the initiatives of states to ensure the security of cyberspace.
